Prime Minister Narendra Modi on Thursday launched a s. 7500 Crore project to widen the Delhi-Meerut highway and replace it with an expressway to decongest Delhi.  He described it as the “road to freedom from pollution.”
The road connecting Meerut to Delhi is the busiest highway in the region, Union minister Nitin Gadkari said minutes before the prime minister spoke. The expressway will do away with 31 traffic signals on the road and make it “signal free”, reducing travel time between Meerut and Delhi from two and a half hours to around 40 minutes, he said.

“This highway will show the path to tackle pollution,” PM Modi said. Delhi is the most polluted capital in the world.

“In the changing times, pace will not slacken. It will only get faster,” he said. Mr Modi said his government will take forward the programmes started by the Atal Vajpayee government. “Vajpayeeji had two projects – the Golden quadrilateral connecting four corners of the country and he started a programme to give connectivity to villages,” he said referring to the Prime Minister Rural Roads Programme.

Government starts work on Rs 5,763-crore Eastern Peripheral Expressway

NEW DELHI: The construction work on the Rs 5,763-crore eastern peripheral expressway has begun as the government has set a deadline of 400 days to complete the project, which will help in decongesting the traffic in the national capital.

The commencement of work followed after Union Road Transport and Highways Minister Nitin Gadkari earlier this month set a deadline of 400 days to complete the project.

Cabinet approves Lucknow Metro project at an estimated cost of Rs 6,928 crore

NEW DELHI: Cabinet today approved the construction of first phase of the Metro Rail Project in Lucknow at an estimated cost of Rs 6,928 crore.

Chaired by Prime Minister Narendra Modi, the Cabinet approved the Lucknow Metro Rail Project Phase – 1A covering 22.878 km distance between Chowdhary Charan Singh Airport and Munshi Pulia with 22 stations.

The cost of the project will be Rs 6,928 crore which will be supported by the Centre with Rs 1,300 crore in the form of equity and subordinate debt, according to a release.

The project will be implemented by Lucknow Metro Rail Corporation (LMRC) which will be reconstituted into a 50:50 jointly owned company of the Centre and Uttar Pradesh government.

Out of the total route length of 22.878 km, elevated route will be 19.438 km while underground route length will be 3.440 km with total 19 elevated and three underground metro stations. The metro train will ply between Chowdhary Charan Singh Airport and Munshi Pulia.

The project will come under the legal framework of the Metro Railways (Construction of Works) Act, 1978; the Metro Railways (Operation and Maintenance) Act, 2002; and the Railways Act, 1989, as amended from time to time.

Uttar Pradesh government is pushing for its flagship Agra-Lucknow Expressway to be operational by October 2016.

The proposed 302 km expressway is estimated to cost nearly Rs 15,000 crore. The contract for the mega project has already been awarded to private developers after dividing it into five packages and the work is on.

It is touted to be the longest access-controlled expressway in India to be funded entirely from the state coffers. It spans 10 districts, which would be intersected by it, namely Agra, Firozabad, Mainpuri, Etawah, Auraiya, Kannauj, Kanpur City, Unnao, Hardoi and Lucknow.

It is a pet project of chief minister Akhilesh Yadav, who is keenly pursuing it along with other flagship projects also underway such as IT City, Lucknow and Lucknow Metro Rail.

In a review meeting here today, UP chief secretary Alok Ranjan directed officials that the package-wise review be held on monthly basis, so that the expressway meets its project timelines and is operational by October 31, 2016.

The state has planned to develop agricultural ‘mandis’ along the expressway to spur the economy by providing faster transport to agricultural produce, handicrafts, small industries etc. This region is known for high dairy, potato, fruits and food grain production.

Meanwhile, Ranjan also reviewed other projects, including Centralised Mega Call Centre, IT City and Trans-Ganga projects in the meeting of Project Monitoring Group.

Ranjan expressed displeasure over the slow pace of work on IT City. He said the project should be functional by October 2016 under all circumstances. He directed the state environment department to issue No-objection Certificate (NoC) within a week.

Highway link road to open in January 2016

GHAZIABAD: Travel time between NH-24 and NH-58 will be cut down, as the 3.6-km New Link Road between the two highways will open to public in January 2016. Work is already underway on a railway overbridge (ROB), which is a part of the project.

While the ROB construction work has been undertaken by Railways, the remainder of the project work is being carried out by the Ghaziabad Development Authority (GDA). The link road cuts from the left of NH-24, near the Ganga Water Treatment Plant in Pratap Vihar, around 16kms from the zero-point at Nizamuddin in Delhi, to touch NH-58 near the Meerut T-point.

A kilometre-long stretch of the road is elevated, which includes the ROB and the approach roads to it, while the remainder is at the ground level. The road is a six-lane carriageway with a width of 24m.

The Delhi Metro Rail Corporation (DMRC) and the Noida and Greater Noida Authorities signed an agreement for the construction of two Metro links —Noida City Centre to Sector 62 and Noida City Centre to Greater Noida — on Saturday. The two links are expected to be completed in 2017 at a cost of Rs 7,413 crore.

The 6.675-km link between City Centre Metro station in Sector 32 and sector 62 is estimated to cost Rs 1,880 crore while the 29.707-km line connecting City Centre Metro station with Greater Noida will be constructed at an estimated cost of Rs 5,533 crore.

On Saturday, the agreement was signed between SD Sharma, the director of business development, DRMC, and Rama Raman, chairperson and CEO of Noida and Greater Noida Authority. After the agreement was signed, two cheques  — amounting to Rs 15 crore and Rs 14.5 crore — were handed out to the DMRC. Also present at the signing was Mangu Singh, Managing Director of DMRC. The Noida authority on Monday started work on an eight-lane Rs. 450 crore bridge running parallel to existing Kalindi Kunj Bridge.

“We have begun mobilizing construction material and equipment etc today to start building the pillars for the bridge. Work of bridge is expected to be completed in next 24 months,” said Yadav Singh chief project engineer (CPE), the Noida authority.

The work on this project got delayed owing to delay in getting environmental and other requisite clearances.

NOIDA: In a bid to reduce travel time between Delhi and Ghaziabad, the Noida Authority wants to build a double-decker elevated road from Sector 63 towards NH-24 and has sought an NOC (no objection certificate) from the National Highways Authority of India (NHAI).

"The starting point of the double-decker elevated road will be at Chijarsi village in Sector 63. It will circle over NH-24 and provide exit and entry points from Delhi, Ghaziabad, Bulandsahar and Meerut," said KR Verma, in-charge of work circle 4.

Ghaziabad: Union minister VK Singh on Sunday said elevated road would be constructed from the UP Gate on the Uttar Pradesh-Delhi border to Meerut Mode (T-Point intersection) in Ghaziabad to ease traffic movement.

Singh, who represents Ghaziabad in Lok Sabha, said at a press conference here that the elevated road would be further extended up to Meerut.

He said Lieutenant Governor of Delhi Najeeb Jung had agreed to resolve the border area?jurisdictional disputes between the UP and Delhi authorities, and on widening of Pipeline Road.

GHAZIABAD: Starved of infrastructure initiatives, Ghaziabad on Wednesday bagged a project billed as the largest such venture in UP ? a Rs 1,125-crore elevated road stretching 10km and joining Raj Nagar Extension to NH-24.

It is expected to cut the driving time between the two points to 10 minutes. At present, the drive takes up to an hour depending on traffic. The icing on the good news is that this road will be toll-free.

Work on the road project is expected to begin on September 20 and finish by March 2017. The Ghaziabad Development Authority, which made the announcement, said the elevated road was the single-biggest such project to be undertaken by a development agency in UP. But in the context of NCR, it's a project that should have been mooted long ago for a rapidly urbanizing city like Ghaziabad.

The government has already initiated concrete steps to implement Prime Minister Narendra Modi’s promise of building 100 ‘smart cities’ – eco-friendly cities which use innovative Information and Communication Technology (ICT) for efficient delivery of public services and infrastructure.

PM Modi’s pet idea of building 100 ‘smart cities’ would need massive financial resources and technological prowess. For both these prerequisites, India will have to look up to foreign countries. Many countries have expressed their interest towards this endeavour of the new Indian government.

The Modi government has allocated Rs 7,060 crore (a little over $1.1 billion) in its maiden union budget to kickstart the smart cities project.

Singapore has emerged as a major foreign player in the Indian scheme of things in this context.

The government plans to deliver three smart cities by 2019, all of which will be part of the larger project called Delhi-Mumbai Industrial Corridor (DMIC). These smart cities, scheduled to be completed by 2019, are Dholera, Shendra-Bidkin and Global City.

GREATER NOIDA: The Greater Noida Industrial Development Authority (GNIDA) is getting ready to fast-track its plan of connecting a 66-km route between Greater Noida and the Indira Gandhi International (IGI) Airport via a high-speed metro link. Having completed the feasibility report for the project, final touches are being given to the project's detailed project report.

According to GNIDA officials, a recent meeting was held for finalising the feasibility report. "The DMRC is working on the report, which should be completed soon," said a GNIDA official.

NEW DELHI: Government has approved construction of a road connecting Faridabad and Greater Noida that will improve connectivity between NH-8 in Gurgaon and Yamuna Expressway. The missing link on this stretch—where fresh road has to be built or existing road to be strengthened—is about 24.6 km, which will be developed into a two-lane all-weather road including construction of a 600 meter bridge on Yamuna.

This road will also work as a bypass for traffic coming from NH-8 and heading towards Noida, Greater Noida, Agra, Kanpur and Lucknow by avoiding congested Delhi roads.

Foundation stone for this project will be laid in the next 7-10 days for this Rs 200 crore project, just before the poll date for Haryana assembly election is announced. Sources said that the project was pushed by MoS (road) Krishan Pal Gujjar, who is Faridabad MP. "We have got clearances from both Haryana and Uttar Pradesh to start work," said a road ministry official.

The Delhi Metro Rail Corporation (DMRC) is planning to extend the Blue Line from Noida City Centre into a 60 km-long loop, covering various parts of Noida and Greater Noida. The loop line will also be linked with Line 8 (Janakpuri West-Botanical Garden) of Phase-III by a 9-km stretch connecting Sector-143 and the proposed station near Kalindi Bird Sanctuary on the banks of the Yamuna.

 

“The loop will consist of one extension from Noida City Centre to Gaur City Square in Greater Noida West, for which the Detailed Project Report (DPR) is currently being prepared. This will then be extended to Bodaki village in Greater Noida. Finally, Bodaki will be connected with Noida City Centre via stations at Pari Chowk and Sectors-147, 143, 85, 101 and 50 in Noida, among others,” a source said.

 

According to DMRC officials, the DPR for the Noida City Centre-Pari Chowk-Bodaki stretch has been approved and work is scheduled to begin in a couple of months. Sources said the Noida Authority had asked the DMRC to prepare the DPR for the stretch connecting Line 8 and the loop about two months ago and that it was likely to be ready by October this year. The DPR for extension of the Blue Line to Greater Noida West too is likely to be ready by October.

Let us accept it. Metro tracks cannot be built in every nook and corner of the city owing to a variety of reasons – congested localities and Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Act, 2010, just to names two.

As per the Act, new construction is prohibited within 100 metres of a protected monument and there are restrictions on construction within 100 to 300 metres. Such restrictions are bound to create a problem in the city strewn with hundreds of protected monuments as was evident in November 2011 when the Archaeological Survey of India (ASI) issued a stop-work notice to Delhi Metro Rail Corporation on the proposed Central Secretariat-Kashmere Gate section at Janpath.

Monorail is one solution
So what are the options? Experts believe that rail-based transport systems like monorail and Light Rail Transit System in Delhi should be the available options. In fact, the Delhi Cabinet last month gave in-principle approval for the monorail connectivity between Shastri Park Metro Station and Trilokpuri, via Laxmi Nagar in east Delhi.

“Fast and pollution-free elevated intercity new mode of transport Mono Rail has also been recommended as a mass transit in Master Plan Delhi (MPD) 2021. Besides having less noise as compared to other systems, it will also be aesthetically attractive,” Chief Minister Sheila Dikshit had announced. Monorail will be a realty in Delhi by 2017, she added.

According to a government official, it has been decided that the route will start from Shastri Park Metro Station passing through Yamuna Pushta Road, Rajaram Kohli Marg, Geeta Colony, Patparganj Road, Nirman Vihar Metro Station at Vikas Marg, Ganesh Nagar, New Patparganj Road, Sanjay Lake to terminate parallel with proposed Trilokpuri Metro Station.

Wave City Re-starts Plot Allotment to Original Applicants

In a major move displaying Walk-The-Talk, the realty major has re-started alloting the plots to the original applicants who were awaiting the plot allotment since 2005. The allotments are being made in Wave City NH-24 in sectors 15, 16, 17 & 18. These sectors are very close to upcoming Eastern Peripheral expressway and the 60 meter road from Noida Extension to Hapur. Even though these new sectors 14/15/16/17/18 may look located in interior but time would tell that they are located to newer infrastructure development areas (Eastern Peripheral Expressway and Noida Ext-Hapur master road in Greater Noida Phase 2.

The Ph 1 plots are expected to be ready by mid-2013. The best returns on these plots are expected at that time (25-35 K psy).

एनसीआर में कोठी – बंगले की चाहत रखने वालों के लिए बुरी खबर है। एनसीआर प्लानिंग बोर्ड एक ऐसी पॉलिसी पर काम कर रहा है , जिसके तहत मकान बनाने के लिए प्लॉट नहीं मिल सकेंगे। लोगों को ग्रुप हाउसिंग में फ्लैट लेकर ही रहना होगा। बोर्ड की यूपी सेल के चीफ कोऑर्डिनेटर एस . के . जमान के अनुसार , घरों की बढ़ती डिमांड और घटती जमीन के मद्देनजर ऐसा किया जा रहा है। बताते चलें कि केंद्रीय शहरी विकास मंत्री कमलनाथ ने भी हाल ही में दिल्ली में हाईराइज बिल्डिंगों की वकालत की थी।

यह है समस्या : एनसीआर प्लानिंग बोर्ड की सर्वे रिपोर्ट के के मुताबिक , गाजियाबाद में हर साल औसतन 1.97 लाख लोग नए मकानों की डिमांड करते हैं। जीडीए , आवास – विकास परिषद और यूपीएसआईडीसी इस जरूरत को पूरा करने के लिए काम करती हैं। हालांकि तीनों विभाग डिमांड पूरी नहीं कर पाते हैं। 2005 में प्रदेश सरकार ने पॉलिसी बदलकर हाउसिंग डिवेलपमेंट में प्राइवेट सेक्टर को भी मौका दिया। इसके बाद नई समस्या खड़ी हो गई। मकान बनाने के लिए बढ़ती जमीन की मांग के एवज में खेती की जमीन कम हो रही है। पिछले 5 साल में खेती की करीब 16 हजार एकड़ जमीन रेजिडेंशल यूज के लिए किसानों से ली गई। अब खेतों को बचाने के लिए बोर्ड नई पॉलिसी तैयार करने में जुटा है।
